From our office at 836 Orange Ave, the San Diego-Coronado Bridge is the way across to downtown. Opened in 1969, it links Coronado to downtown San Diego, and it is the route our plumbers use when a San Diego call comes in. We do not quote arrival minutes, because bridge and downtown traffic shift through the day.

San Diego has one rule that catches property owners off guard more than any other. The sewer lateral, the pipe from your building to the City main under the street, is yours from end to end. Much of this page explains what that means in practice, then covers the bayside areas we serve and what to do while you wait for help.

Plumbing in San Diego at a glance

Three ZIPs, one line

Downtown San Diego is 92101, Point Loma is 92106 and the Barrio Logan area is 92113. One number reaches us for all three, (619) 927-0312.

Emergency dispatch

Our emergency dispatch is available around the clock, nights and weekends included. We schedule same-day appointments when we can and give a clear price before work starts.

Three starting points around the bay

These are the areas and ZIPs our San Diego page covers. We tie each one only to what we can honestly say about it.

Downtown, 92101

The largest of the three by population, with 47,505 residents in the 2020 Census. For a downtown call, give the unit or suite number and building entrance so the plumber arrives at the right door.

Point Loma, 92106

This is the ZIP for Point Loma, and the Point Loma Wastewater Treatment Plant that treats the area's sewage shares its name. Your pipes connect to the City system long before the plant, so a backup at your home is a lateral problem to diagnose first.

Barrio Logan area, 92113

Calls here start the same way as anywhere in the city. Describe the symptom, give the address and tell us whether the building is owner-occupied or rented, because that decides who authorizes the repair.

Crossing the water to reach you

Our dispatch begins in Coronado, so a downtown job means a bridge crossing. The San Diego-Coronado Bridge opened in 1969 and leads straight to the downtown side of the bay. If the job is in 92106 or 92113, the plumber continues from there.

Two things help the visit go faster. First, tell the dispatcher about street parking, loading zones or a garage clearance before the truck leaves. Second, if you manage a building, send the name of the person who holds the keys to utility rooms and cleanout covers. A truck that arrives to a locked door cannot start the repair.

Sewage or water where it should not be?

Call (619) 927-0312. A plumber can come over the bridge, and the price is clear before work starts.

San Diego lateral rules at a glance

These points come from City of San Diego policy on the private sewer lateral. Each row shows what it means for an owner.

Policy pointWhat it means for you
The whole lateral is private property, up to the connection to the City main under the streetThe pipe belongs to the owner for its entire length, all the way to the City main
City crews will not work inside the property line or dig on private propertyA backup on your side of the line is a plumber call, not a City crew call
The City does not require property line cleanoutsSome properties have no easy access point, so a cleanout installed during a repair makes the next cleaning simpler
A blockage caused by missing routine maintenance can bring a bill for the City's responseSkipping periodic cleaning of an older or root-prone lateral can cost more than the cleaning would have
There is no limit on how many times an owner must call a plumber for maintenance clogsA lateral that clogs repeatedly stays the owner's job, so a fix or a cleaning schedule beats repeated emergencies

Before we arrive: four quick moves for a San Diego property

In a downtown unit or a house, these four moves limit the damage while the plumber is on the way.

Stop the flow

Close the shutoff on the line coming into the building, usually near the meter or where the pipe enters. In a multi-unit building, ask the manager which valve serves your unit before turning off the whole structure.

Hold back on flushing

If a drain is overflowing or gurgling, skip toilets, showers and the washing machine until the line is cleared. Sending more water into a blocked lateral pushes sewage out of the lowest opening.

Respect the wiring

Do not step into standing water near outlets, appliances or extension cords. If you can reach the breaker without crossing a wet floor, switch off the affected circuit and wait for the plumber.

Make the door easy to find

Send the dispatcher your unit number, entry code and the best place to park or unload tools. Move belongings away from the wet area so the plumber can reach the fixture or cleanout straight away.

What owning the whole lateral means on a bad night

When sewage backs up into a tub at midnight, there is no City crew to dispatch to your property. The City will not dig on private ground, so the plumber you call handles the line from the building to the connection under the street. We start with a camera so you can see where the line is blocked, cracked or full of roots.

That camera work pays off in two ways. For an ordinary clog, hydro jetting scours the pipe wall and removes buildup that a cable alone can leave behind. For a collapsed or separated section, a sewer line repair replaces the broken run, and the video shows the owner and any property manager exactly what failed.

Owner's job or the City's: where the line is drawn

Policy gives the owner most of the responsibility, with one narrow exception outside the property line.

Usually the owner's responsibility

  • Any blockage inside the building or in the lateral before the street
  • Repeated maintenance clogs, with no limit on how many cleanings an owner must arrange
  • A blockage tied to missing routine maintenance, which can bring a bill for the City's response
  • Digging on private property, because City crews will not do it

Where the City may step in

  • A total blockage or break in the public right of way may be fixed at no cost to the owner
  • That outcome applies only if a plumber files a report first, and we cannot promise how the City will rule
  • Anything past the connection to the main under the street is the City's system

Coronado local note

From your drain to the Point Loma plant

Wastewater from the area ends up at the Point Loma Wastewater Treatment Plant after passing through your lateral and the City main. Because the first stretch of that path is your own pipe, what goes down your drain matters more than any treatment step downstream.

Grease, wipes and paper towels collect in the lateral first and build up there. Keeping them out of toilets and sinks is the cheapest way to avoid a bill for an overflow, and a regular camera inspection shows early whether roots or buildup are narrowing the pipe.

Hard water in the city supply: 145 to 280 ppm

San Diego's municipal water comes from City of San Diego Public Utilities. Cal Am's 2023 report on the treated water it buys from the Alvarado and Otay plants lists hardness of 145 to 280 ppm, which is 8.5 to 16.4 grains per gallon. That sits in the hard to very hard range.

In plain terms, expect scale on showerheads and inside heaters over time. If your tank is making popping sounds or running out early, a water heater replacement may be worth pricing once a technician confirms the tank is past saving.

If the blockage seems to be out in the street

Sometimes the camera shows the blockage past the property line. Policy allows a possible no-cost fix there, but it depends on paperwork.

1

Document where the pipe stops draining

The plumber records the camera run and notes the point of the blockage or break relative to the property line.

2

Ask for a written report

Under the policy, a plumber needs to file a report before the City can consider fixing a total blockage or break in the public right of way.

3

Keep the paperwork

Hold on to the report and the video in case the City or a property manager asks for them later.

Our bayside ZIPs, and who we usually send

We take emergency calls in 92101 for downtown, 92106 for Point Loma and 92113 for the Barrio Logan area, and the same dispatcher handles all three. For a lateral problem the usual sequence is a camera look at the line, then a cleaning or jetting for a clog, or a repair if the pipe itself has failed.

If your property is in Chula Vista instead, our Chula Vista page explains how we cover that city. For a list of every area we dispatch to, see the service areas page. When it is urgent, the contact page and the phone line are the fastest options.

The map is centered on downtown San Diego, across the bay from Coronado by way of the San Diego-Coronado Bridge.

FAQs

San Diego plumbing questions

We cover 92101 for downtown San Diego, 92106 for Point Loma and 92113 for the Barrio Logan area. Those three are the ZIPs on our San Diego dispatch list. Share the street address and ZIP when you call and the dispatcher will confirm the property is within it.

Yes. Our line at (619) 927-0312 answers around the clock, nights and weekends included, and sends licensed and insured plumbers across the San Diego-Coronado Bridge. We cannot promise an arrival time, since traffic varies. We do state the price before work starts, and you should shut off water at the main while you wait.

City crews will not work inside your property line or dig on private property, because the whole lateral up to the connection to the City main is yours. A plumber handles the line. A total blockage or break in the public right of way may be fixed at no cost if a plumber files a report first.

The City does not require property line cleanouts. That means many properties lack one, and cleaning the lateral can take more effort. If you are already paying for a repair, ask whether adding a cleanout makes sense, since it gives future cleanings direct access.

Yes, in one case. If a blockage is caused by lack of routine lateral maintenance, the owner is billed for the City's response. Regular cleaning of a lateral that tends to clog helps avoid that charge, and a camera run shows how much buildup is present.

No. There is no limit to how many times an owner must call a plumber to clean a lateral for maintenance clogs. If the same line keeps backing up, a camera inspection can tell you whether a repair or a cleaning schedule is the smarter path.

Both. The 24/7 line takes urgent calls any hour, and same-day appointments are offered when the schedule allows. A dripping faucet or a slow sink can wait for a daytime visit, while sewage in a tub or a running leak should be treated as an emergency.

The treated water from the Alvarado and Otay plants has hardness of 145 to 280 ppm per Cal Am's 2023 report, which is hard to very hard. Minerals stay behind when the water evaporates. Vinegar soaks remove surface scale, and a softener reduces how fast it returns.
